Waiting in the Philippines

A few days ago I mentioned I had a violations or traffic ticket. Not much on the thing. No contact or address information but it does say I need to visit the Police station within 7 days. Well I was already overdue and went looking for the Mandaue Police station today and found it just around the corner from Immigration.

Went in only to discover that one needs to pay the fine first at City Hall and then take the receipt to the Police station so they can remove the offence from their books.

Traveling to those to locations and paying the fine probably eats up two hours of the day. Not a very good system. If paying a bribe was only a few hundred it would be much more convenient to pay it. Such bureaucracy and inefficiency would seem to encourage people to pay bribes in preference to going through the process of paying the actual fine.

I also dropped into Immigration to see if my ID card was ready. Apparently the Alien ID card was introduced on the insistence of the US as part of their war on Terrorism, the Filipino administrators are not the keen on implementing it.. When I lodged the application I was given a sheet of paper with a phone number and instruction to call in two months time. This was and when I went there I got yet another sheet of paper this time with an instruction to ball back after 1 month making it a three month wait for a plastic card to be made. They get renewed each year too so it would seem you will only have a card for ¾ of each year and the rest of the time you are waiting.

When I got my driver’s license converted (a Filipino license issued on the basis of having an existing foreign license) I was give a temporary paper one and told to follow up in six months time for the plastic one.

When getting the license I had a quick medical which only really consisted my blood pressure being taken. He basically asked me about my eye site and other such things. I then had to undergo a test for drugs. I observed it would be so easy to fake the results of just pay off one of the testers.
